Ever wondered who actually decides how city funds get spent, how ordinances are passed, or how Wyoming’s laws are made? This August and September, we’re demystifying the inner workings of government with Know Your Government: From City Hall to the State Capitol, a four-part civic education series at the Library designed to help our community better understand how local and state government works—and how to get involved. The series kicks off Thursday, August 14 at 6 PM in the Crawford Room.
Libraries have always been places to find trusted information, but they’re also becoming essential civic hubs—spaces where people can learn about the systems that shape their lives and connect directly with elected officials. That’s exactly what this series is about.
“Libraries are uniquely positioned to foster civic literacy,” says Library Executive Director Lisa Scroggins. “By connecting the public with elected officials and offering free, nonpartisan educational programming, we empower our community to ask questions, make informed choices, and take part in the democratic process.”
This series is offered with the support of and in partnership with Representative Elissa Campbell, who has been instrumental in shaping the program’s content and vision.
This free series is for anyone who wants to better understand how decisions are made at every level—from your street to the State Capitol—and how everyday citizens can get involved. Each session features presentations by local and state leaders, plus time for questions and conversation. And if you can’t make it in person, don’t worry—all sessions will be recorded and available on our YouTube channel later.

Government 101: Overview of City, County & State
Thursday, August 14 at 6 PM
We’ll break down the three branches of government and explain how they function at the city, county, and state levels. You’ll learn who does what, how taxes are distributed, and how the various layers of government interact.

Inside City Government

From streets and sanitation to police and parks—learn how the City of Casper works. We’ll explore the city budget process, how ordinances are passed, and how you can take part in decisions that affect your community.

How County Government Works
Thursday, August 28 at 6 PM
Dive into the county’s many roles, including courts, roads, rural services, and property assessments. We’ll look at where county funding comes from, how budgets are shaped, and how residents can help guide county policy.

How are Wyoming laws written? What’s the state budget process like? And how can you make your voice heard in Cheyenne? This expanded session includes a 90-minute overview followed by a 30-minute Q&A with city, county, and state leaders.
