How OverDrive Works in Wyoming — And Why It Matters

Since its humble launch in 2011 with just three counties—Natrona, Niobrara, and Platte—OverDrive has grown into a statewide resource, bringing eBooks, audiobooks, magazines, and more to readers across Wyoming.

If you’ve ever used the Libby app, you’ve used OverDrive! Libby is the free, easy-to-use app developed by OverDrive that gives you instant access to eBooks, audiobooks, and digital magazines from your library. Available on smartphones, tablets, and desktop browsers, Libby makes borrowing digital content as simple as a few taps.

Several years ago, the Wyoming State Library transitioned away from the Cloud Library platform to focus entirely on the OverDrive consortia. That move opened the door for more county libraries, the University of Wyoming, and even some community colleges to join. The result? A bigger, better, and more accessible digital collection for everyone.

What Is the OverDrive Consortia?

The OverDrive consortia is a shared digital collection made available to library users in participating systems. But here’s the kicker: it’s not run by the Wyoming State Library. Each library contracts with OverDrive individually and pays an annual fee based on its county population—ranging from $2,400 to $12,000.

Of that amount, a percentage goes straight to content credit, helping buy new digital materials. The remaining amount covers the cost of the platform itself.

One Collection, Many Users

Every library in the consortia contributes a base amount toward the shared collection, which ensures equitable access across the state. Some libraries—including ours—also invest additional funds through something called Advantage accounts. This lets us prioritize checkouts for our local patrons on certain titles, while still sharing the materials statewide over time.

Collection development isn’t one-size-fits-all. Each library makes purchasing decisions based on its own locally adopted policies, balancing user demand, item availability, licensing restrictions, and cost. The result isn’t meant to mimic our physical shelves—it’s meant to complement them.

Access for All Ages—With Parental Controls

Anyone with a valid Wyoming library card can use OverDrive, including minors—but only with a parent or guardian’s permission. Children access OverDrive content through devices set up by their adult and linked to a child’s card.

In June, OverDrive rolled out new parental control tools in response to rising demand. Parents can now limit their child’s access to kids-only or teen-friendly content—or grant full access. These settings are locked behind a passcode, similar to what you’d see on popular streaming platforms. (Audience levels are set by the publisher.)

Oversight and Content Challenges

Because titles are purchased and owned collectively, any Requests for Reconsideration go to the WYLD Network Board—not the State Library. If a challenge is submitted, the board appoints a committee to review and make a final decision.
